Rotterdam joined ICORN in 2016 through Verhalenhuis Belvédère which hosts artists and writers and offers them a place to work.
The first ICORN resident hosted by Rotterdam and Verhalenhuis Belvédère was Syrian author Adnan Alaoda who arrived in the city in 2017, followed by Iranian writer Hamed Ahmadi.
In 2019, Rotterdam hostd the ICORN Network Meeting and the PEN International Writers in Prison Committee (WiPC) Conference which gathered more than 300 participants from all over the world.
