Trondheim has been a City of Refuge since 2004. The ICORN Programme in the city collaborates with many local cultural entities, including Trondheim's Litteraturfest and The Norwegian Writers' Centre Literature Festival.

9 writers, artists, and journalists have been ICORN residents in Trondheim, including Chechen writer Musa Mutaev, Egyptian poet and writer Montaser Abdelmawgoud, Iranian poet, writer, and artist Marjan Poursharifi, journalist and writer Ammar Tassasei, and Iranian writer, playwright, journalist, and teacher Sakineh Arabnejad.
