
On 10 February 2026, Nordland County signed the ICORN Membership Agreement and formally joined the network. County Mayor Eivind Holst says the decision sends an important message.
‘This is a clear signal that Nordland stands for freedom of expression and artistic freedom,’ Holst says.
Nordland is the third county in Norway, after Telemark and Vestfold, to join ICORN. A diverse Sámi county, Nordland has long been committed to inclusivity and to strengthening the rights of Indigenous peoples and national minorities, as well as promoting their voices, knowledge, and experiences. In Sweden, Region Jönköping County, Skåne, Västra Götaland County, and Region Stockholm are also part of the ICORN network.
By signing the ICORN Membership Agreement, Nordland commits to being an active supporter of writers, artists, and journalists at risk, ensuring that the county can offer safe conditions where they can continue their work. Nordland will also support municipalities which host writers, artists, and journalists through ICORN residencies. Holst says that joining ICORN underlines that Nordland is, and should be, a place where art and freedom of expression can flourish.
County Councillor for Society, Culture, and Environment Arne Ivar Mikalsen says that engagement in the ICORN network represents not only a cultural policy commitment, but also a humanitarian responsibility for Nordland.
At a time when freedom of expression is under pressure in many parts of the world, Nordland joins the network’s collective efforts to protect and promote democratic values, human rights, and free expression. County representatives emphasize that the agreement sends a strong signal against censorship and oppression.
